You don't want to allow people to delete anything at anytime. Once someone has posted after them, it's part of the conversation and needs to stay there.

But you can edit at anytime, meaning you can go back and change what was said.

The quoter can change the text in the quote to vary from the quote.

back in the day there were a few mods to allow such things as auto-updating quotes, and I'm pretty sure they still exist. but in forums, there is no such thing as a constant conversation.
